The rooms are very small but everyone who is on a tight budget and would rather spend money on exploring Tokyo, then this is the cheapest option there is! Katsushika ward is in the east of Tokyo and is rather residential. The Arakawa River is close-by and marks a great spot for jogging and other outdoor activities.
